cinstall initdb doesn't work

Message I’m getting a « connection refused » during the « cinstall initdb » part of
the install. Does anyone have an idea why?

 

Here is the traceback:

Is the problem perhaps with my way of starting the postgres server ? If so,
how should it be started?
