The problem is with permissions somehow. The fact that the log
file is empty, and doesn't even have a startup message, is the primary
indicator, as Hunter said. Check the permission on /usr and /usr/var as
well - try opening them up a bit to see what happens. If that works,
we'll obviously need to figure something else out 'cause having open
permissions isn't good.

Message I don't think that is it, the file already exists in both /var/log and
/var/log/httpd and have 666 perms on it.

[root@gettys log]# ls -la /var/log/current.log
-rw-rw-rw- 1 root root 0 Feb 28 14:30 /var/log/current.log
[root@gettys log]# ls -la /var/log/httpd/current.log
-rw-rw-rw- 1 apache apache 0 Feb 11 09:37
/var/log/httpd/current.log
[root@gettys log]#

the directory perms allow anyone to change into either directory, since the
file already exists, and has world write perms. The directory perms will not
allow for ANYONE to CREATE a new file in those dirs.

Message OK, the problem is that Current can't log to where it needs to log. the
apache ID and/or group needs to have write permission to not only the
log file, but all directories leading to that file. Make sure the
apache ID can write to that file, restart the httpd service, and you
should be good to go.

Thats not possible - check the perms on the current log itself then.
Recall that on RHL 8, apache logs as root, but runs as apache. So your
current.log has to be in /var/log, not /var/log/httpd.

I know its not possible, because if nothing else you'd get the "starting
up" message.

Message Unfortunately, neither of these log excerpts tell us anything about why
the error occurred - I can see which routine blew up, but there's no
actual error code or backtrace. On a hunch - what are the permissions
on the directories down to your current.log file?
