Are you sure you ran the other phases of cinstall? Sounds to me like
the apache configuration didn't take. Maybe you didn't restart httpd
before running commands. For future reference, you should probably not
start with create_channel as your first cadmin command. Try using the
status or search commands. Status goes through enough code that you
will know the rpc linkage is working. Search goes through enough code
that you will know that the db is working.
